This study examines the evolution of public procurement in our country, particularly following a process of Europeanization, and does so primarily from the perspective of social clauses.

It is evident that these clauses have evolved throughout the public contract lifecycle, notably as social-administrative clauses that improve the award process. This leads us to a detailed study of social clauses to achieve socially responsible or strategic procurement, especially in the field of public housing.

Despite being a constitutionally recognized right, many social injustices still persist in this area, particularly regarding access to housing.

This work pays special attention to housing legislation in Catalonia.
