The Barcelona Chair of Housing Studies publishes the second issue of the newsletter “Housing Keys” with an interview with the president of APCE

The Barcelona Chair of Housing Studies (CBEH) has published the second issue of its monthly newsletter Housing Keys, corresponding to August 2026. This edition features an interview with Xavier Vilajoana Eduardo, president of APCE Catalonia and APCE Spain, who analyses the consensus on the diagnosis of the housing crisis in Catalonia and the need to move from analysis to execution. Vilajoana argues that the promotion of protected and affordable housing is a central line of activity for private developers, who have historically built more than 80% of state-subsidised housing in Spain.

The newsletter also includes relevant news on housing and the city, regulatory updates such as Law 11/2026 and Royal Decree 538/2026, and notable case law from the Supreme Court and the Constitutional Court. The publication also provides information on congresses, conferences and activities organised by the Chair, which in the coming months will host events such as the Conference on Energy Efficiency in Multi-family Buildings (21 September) and the conference on Administrative Discretion and Urban Sustainability (29 September).
